I think this refers to the PM's upcoming "major transformations" to allow for things like demographic pressures (aging population) and moving the eligibility of Old Age Security (OAS) from 65 to 67 years old. While Canadians may have to wait longer for their pension the Members of Parliament can collect their pensions after only 6 years in the Federal Legislative branch of Canada.

Harper and his pension
Yes, apparently Canada's Prime Minister Stephen Harper will get his pension, or so the sticker says. Bazinga! take that Harper. I found this sticker on a Toronto Sun newspaper box.
