“The high number of wounded and the way in which non-lethal weapons have been used, seem to indicate that the use of force was excessive and violated the requirements of necessity and proportionality," the seven experts maintained.
Protests in Chile began in October over increased public transit fares and have boiled over due to financial inequality in the South American country. As protests spread the government declared a state of emergency in some areas. Government forces have detained people and the number of dead and injured has climbed as force is used against the protesters.
