Scrambled Intersection in the snow

The Yonge and Dundas intersection, along with Yonge and Bloor, have been made into a scramble intersection which allows pedestrians to occupy the whole roadway during certain crossings. Torontonians cross the road in light snow in the above picture. I have noted previously that the location has also been the site of pedestrian protests (no nuclear) and dance parties (MJ's Thriller).

Why scramble though, who picked out that name? Scramble like a mob of pedestrians hot on the trail of deals so magnificient that we have to push and shove, or scramble as in a car went through a red light and scrambled a few pedestrians? We should call it the pedestrian intercross although this may get people confused with pedestrian intercourse which will promote a few events other than protests and dance parties in the middle of the road.
